Some hot oils act like hot sauce and cause a burning sensation when used undiluted. They are labeled to be used only with dilution--and if used without dilution a carrier oil will take the sensation away. 

Citrus oils shouldn't be used topically when going into the sun as they cause photosensitivity (sunburns)

Only pure essential oils labeled for internal use are safe for this purpose--we would argue that oils that aren't safe for internal use should likely be used with caution topically as well.
